The FBI works for the executive branch. Congress is an equal and separate branch of government. For instance, if Perry had told the FBI agents he was just on his way out to fly back to DC for congressional hearings or work, the FBI LEGALLY couldn't do a fucking thing but let him go. They couldn't arrest him. They couldn't take his phone. Nada, nothing, zip point shit.
