I have registered voters. When they register, they have to show proof of citizenship and ID.
ID can be a problem for older voters and non drivers. When I needed a new birth certificate to get a passport it was a big deal. The hospital where I was born closed and merged with others over time. The records were paperwork, not moved to a computer by then. It took me a few visits and time to obtain.
