First promise unfulfilled!

You are misinformed. My best guess is they just "accidentally" forgot that there was a Nord Stream 2 pipeline that was not finished, was sanctioned, and that Biden removed sanctions on.... (then later bombed it...)

Nord Stream 2: Trump approves sanctions on Russia gas pipeline

President Donald Trump has signed a law that will impose sanctions on any firm that helps Russia's state-owned gas company, Gazprom, finish a pipeline into the European Union.

The sanctions target firms building Nord Stream 2, an undersea pipeline that will allow Russia to increase gas exports to Germany.
The US considers the project a security risk to Europe.
Both Russia and the EU have strongly condemned the US sanctions.
Congress voted through the measures as part of a defence bill last week and the legislation, which described the pipeline as a "tool of coercion", was signed off by Mr Trump on Friday.

Why is the US against the pipeline?

The almost $11bn (£8.4bn) Nord Stream 2 project has infuriated the US, with both Republican and Democratic lawmakers opposing it.
The Trump administration fears the pipeline will tighten Russia's grip over Europe's energy supply and reduce its own share of the lucrative European market for American liquefied natural gas.

Maybe you need to read your own source. Sanctions on firms that work on the Pipeline. The pipeline was still worked on by Russian companies when Trump was President. Or maybe you are confused about what you mean when you say Trump shut down a pipeline. The existing pipeline was never shut down. The other pipeline was being built and continued to be built.

From Politifact -
Although sanctions slowed the project — causing a Swiss company involved in the construction to exit the project — a Russian company finished the rest of that work in 2021.

From your source -

The consortium behind Nord Stream 2 confirmed that it would build the pipeline as soon as possible, despite the sanctions.

You again didn't read because you purposefully misinform yourself and try to spread that inanity to others like a virus. Sanctions were on Nord Stream 2, which was unfinished, and remained so until Braindead removed the sanctions.

I also notice that they finished it in 2021... You know that year that Braindead took office and removed the sanctions.... Interestingly, and much less amazingly, just as I stated happened (You and I both know that happens often when you deal in facts and don't rely on leftist propaganda sites).

If you squint your eyes real hard and read a leftist page that says something like "partially true" and ignore the reality (and the direct path to Russia beginning to do "exercises" at the Ukraine border that followed), you can maybe get to a place where you feel good about your choices.

Weak presidents are tested by strong leaders, and Braindead was tested more than any president in modern history, with Iran running proxy wars through allies and Russia directly challenging the "don't" that Braindead stated, with North Korea joining the war, China ignoring sanctions on Russia (as well as an ally... you know India)...

this pResident was the worst foreign relations president, as far as I can see, that ever made poor choices. And that is saying a lot, considering how hard you have to work to suck more at foreign relations than Jimmy Carter and his craptacular response to the Iran Hostage situation.
