In 2017 Trump signed the CAATSA bill which imposed sanctions on Russia but didn't shut down any pipelines.

You are misinformed. My best guess is they just "accidentally" forgot that there was a Nord Stream 2 pipeline that was not finished, was sanctioned, and that Biden removed sanctions on.... (then later bombed it...)
