Because it's not an illusion. It may not exist in a "complete form" in any society, but it exists in varying degrees, and is thus, a real concept.

And please don't start with "are you free enough to fly with your own arms, and eat poison and live? If you can't do those things, then freedom is an illusion". I'm just waiting to see which asinine variation of that argument you go for.
