Because of the ongoing conflict, the relationship with Arabs in the "West Bank" and "Gaza Strip" with Israelis primarily governed by the terms of the LAW of ARMED CONFLICT. Therefore, any acts or policies of alleged discrimination by Israel against Arabs living in the "West Bank" and "Gaza Strip" must be viewed through the lens of the Law of Armed Conflict.


So, as long as Israelis' actions and policies comply with international law, they are lawful.



In other words, I would argue that Israel's actions and policies are based on very well - recognised national security needs, and NOT ON RACIAL ANIMUS (of the type that was an integral,core component of the system ofApartheid, in South Africa, for example).
