Exactly. IMO, while the Universe itself may be intelligent (on a scale well beyond our comprehension), the Universe is a bubble and a artificial creation. Whatever created the Universe is the real power.

That makes a certain amount of sense because it seems like the eternal logos, the universal spirit, or whatever you want to call it needs to transcend space and time. Some kind of purposefully organizing principle should have existed before matter and energy.
Paradox. Irrational.
 
It's always been difficult to imagine how a lawfully ordered and rationally intelligible universe could have just randomly popped into existence out of nothing. Even Hawking's conjecture about quantum fluctuation does not actually explain how or where the quantum laws of Heisenberg uncertainty came from.
Heisenberg's law does not come from anything Hawking argued. I suggest you go study the history of Heisenberg's law and how he developed it.
