Again, you ignore that conjugal visits are disallowed. So now we are full circle. Rules are no sex, if you seek protection for sex you are admitting to not following the rules therefore you won't seek it through that particular area. If you are having consensual sex in prison you are breaking the rules, if it is allowed then it again is inherently unfair towards one group.... round and round.... (Note that each time above I said "unless" you change the rules, when speaking of conjugals, to allow conjugal visits again).
