Hate to tell you but the war powers act does not apply here.
We already have congresses approval to have troops in Iraq. Thus no law was broken. There is no requirement for the president to obtain permission to conduct a military operation in a country we already have combat troops in.

Secondly; the House of Representatives does not conduct our foriegn policy, determine our foreign policy or dictate to the Executive when it can use the military. That's not merely stupid and unconstitutional, but mentally retarded.
