Inflation is simply a tax that doesn't require a change in the tax rates.

The government needs to do something that's very expensive.
Most of the time, despite conservative protestations, it really has to be done.
The government then prints the money to do it.
All the existing money that people have is now worth that much less--inflation.

We were in effect all taxed so that the essential project or initiative could get done.
It's not rocket surgery.
