If a baby is born, and the federal law regulates the hospital, they are born in, dictating certain procedures, be done or not done, what happens to the baby? Do they get to follow Chinese law?

When they were born in the United States they were under the jurisdiction of the United States, and thus based on the Constitution they are Americans.

It might be a bad policy, but we would need an amendment to change that.
