"Immigration reform" in the form of a path to citizenship and amnesty was tried and done during the Reagan administration. It failed 100% miserably. The immigration reform bill during the Biden administration was something similar on steroids. It too would result in abject failure. It was the correct move to reject it.

Visa laws are made by Congress. There is a huge amount of leeway given to the president by Congress, but generally they cannot deport people immediately. Usually they are given months to work out a new visa status, and fight it in court.

More importantly, they cannot retroactively be made illegal immigrants. Cancelling their visas does not mean they entered the country without visas.
