The question was whether they went around Congress. Clearly Obama and Biden did. They did not follow the CURRENT immigration laws at the time. Their job is to ENFORCE law as it is written, not how they wish it were written.

Seems like I know a little more about this than you do. DACA was an executive action that went around Congress. It is as simple as that. Whether you agree with it or not is besides the point. It was an authoritarian move outside his bounds as President of the United States. Congress sets immigration laws. Presidents do not.

It is that simple.

For extra credit, since you are obsessing over the same Congress that refused to vote on an immigration bill, read up on 'Immigration and Nationality Act'.
