FWIU they weren't actually filming at the time, but rather rehearsing the scene and setting up the camera angles.

Also, saying that the assistant director was "the only eyewitness" does not mean or suggest he/she was the only other person on the set. Just that he/she was the only one who was in close enough proximity to Baldwin and the camera operator to see his hand with the gun in it.
