Artillery delivered scatterable mines. That is, you fire the mines in an artillery shell, rocket, or missile, into suspected enemy positions, or you deliver them far into the enemy rear. In Afghanistan, the Soviets used these, along with air delivered ones, across much of Afghanistan's rural countryside. Children, civilians, farmers, etc., were the main casualties.

The Ukrainians could deliver these using the HIMARS system using ATACMS rockets as far as 200 NM inside Russia and Biden has given the okay to do just that.
