A long time ago I had the misfortune of living for a period of time in Massachusetts. I was a registered voter. The ONLY thing I had to do to vote was to tell them my address. I never had to prove I actually lived there and I gave my name which was listed under the address but I never had to prove I was who I said I was. The point is lots of people do not update their addresses with the registars office when they move. That woman could have voted 9 times. Mail in ballots should only be sent to people that request them.
