The new Pacific States of America would surely have a peaceful alliance with the Northeast States of America.
It's just not my place to design their flag or decide which parts might want to join the mountain states instead.

As for the questions you asked, I neither know nor care.
They'll have a National Health Service.
They'll have accessible education.
They'll be unionized with NO "right to work" laws.
They'll be in NATO.
Corporations will be regulated as to their treatment of workers, consumers, and the environment.
