Filters only need to match the air flow. Unless you are breathing at the rate of a thousand cubic feet of air per minute, a filter the size of your industrial air conditioner isn't required. HEPA only requires that it filter 99% of particles in the air flow to meet the standard. Air flow can be as little as 1 cubic foot per minute or as high as 10,000 cubic feet per minute. The standard says nothing about the size of the filter or the air flow.
