Nope, wrong again. You deny the power of state constitutions to give authority to the legislature to mandate vaccinations. The constitution does not have to mention "vaccination" for the legislature to have power to protect the health of its citizens.

The Jacobson case in 1904 established that power for states. That decision did not change the Constitution but recognized the 10th Amendment reserved power of the states to exercise those powers not granted to the federal government or denied the states.
