I think they are talking about leftists plans to tax out of existence the ammunition or to buy it up so that you cannot or at least cannot afford the rare item... just guessing though.

I doubt that, republicans and the NRA have been saying the same thing for decades, during campaigns or when a democrat takes office.

The future penalty for being caught possessing an unregistered weapon would likely be something like max 6 months in jail and a $100,000 fine....that should do the trick.
