It's interesting to note that it's Democrat run states that have the shittiest infrastructure and most problems with it. I doubt that Biden or the Democrats can do anything competent to change that given their nearly half a century of totally screwing this up where they are in power.

And how's he going to fund this? Let's say you have an older home with little or no insulation, single pane windows, etc. One house like that could easily run $20,000 to $50,000 to do properly. If a new electric system and plumbing is needed it could easily top $75,000. But let's just go with $20,000 per home as a starting point. That's $10 billion per year and it won't create a single job. It is also not realistically possible to do 2 million homes in four years. That would require over 1300 homes per day, every day, be completed.
An operation like replacing windows, insulating, upgrading the HVAC, possibly having to install new ductwork, new electric and plumbing, then re-drywalling and refinishing the home won't happen in a day. It'd take more like a week or more if you had say 12 to 15 workers in various trades going at it. But that sort of operation would be more in the $50,000 to $100,000 range of repairs.
Clearly, whoever in the Democrat party wrote that platform position hasn't got the first fucking clue about what would be involved in doing this and has no idea what it would cost or the time it would take. The numbers given were nothing but ones pulled out of their ass to sound good.
Outside of states that are closed union shop, such work will be totally, or near totally non-union and that too won't change, so that statement is pure bullshit too.

If you are adding in giving away "energy efficient appliances" then you can tack another $5,000 to $15,000 onto the cost per home.

Homeowners in colder climate areas of the US would have to be utterly retarded, stupid, or oblivious to reality to try and heat their home using electricity. Their best choice is natural gas which is far more efficient than electricity for heating. It's also more efficient for cooking.

It'd run into the hundreds of billions very quickly and the ROI on much of it would take as much as 20+ years to pay back. Also, only the more wealthy and affluent could afford to take advantage of a tax break or rebate rather than outright government grant for the entire cost.

It also is something landlords would not bother with either. They have no incentive to do this if any of it is out-of-pocket for them. Their renters pay the utility bills. Why should a landlord upgrade a building at great expense to save their renter money on utilities? They get nothing out of that whatsoever. Same with companies that lease commercial space. The lesee pays the utilities not the company that owns the building. No incentive for them either.

Outside of Phoenix, in the scorching Arizona desert, sits a farm that Saudi Arabia's largest dairy uses to make hay for cows back home.

That dairy company, named Almarai, bought the farm last year and has planted thousands of acres of groundwater-guzzling alfalfa to make that hay. Saudi Arabia can't grow its own hay anymore because those crops drained its own ancient aquifer.
