Public ownership of the means of production is socialism by almost every definition you just posted.
The government owning part of intel would meet the definition of socialism unless you have suddenly decided that socialism is a great thing because Trump is doing it so it can't be socialism.

Fabian Socialism / Guild Socialism: Trade unions and other cooperatives among workers own means of production. The state coordinates production but doesn't own the means of production.

Military (or Junta) Socialism: The state controls what is produced but leaves ownership in private hands. The focus is on national interests, retaining power, and stability, not on ownership of production as the Junta recognizes they are not really capable of doing that efficiently. May place figureheads in some industry to ensure loyalty.

So, in most cases, ownership remains outside of the government in a socialist state. The government's role is to control markets, what is produced, and by whom. Ownership by private individuals or often by collectives or groups of people within an industry is not only allowed but encouraged.

Only Communism in its various forms takes control of the means of production entirely.

That's quite the stretch. Trump has government take a 10% stake in one corporation within an industrial sector and suddenly he's headed towards controlling the entire economy taking it away from the private sector. Yea, sure...
