It provides average draft positions by position based on mock drafts that run on the site. Based on what it says (and historically I find it to be pretty good) Forte is averaging the third overall pick in mock drafts and is being taken from the first overall selection (high in my opinion) to the sixth overall.
If he is there at five it would not be out of the ordinary to select him but for me it would depend on who else may be available.

If someone has a hardon for Forte, then they will drat him when it's their turn. Is he a top 5 back? Not in my opinion.
