You whittle their numbers down using the least expensive but effective methods first. For example, back in the early 90's the Yuma sector of the border was being overrun with illegal crossers. The Border Patrol (that was pre–Homeland Security) was doing catch and release. They went to catch and jail. Crossings dropped within weeks by over 90%. Word got out if you were caught in that sector you were going to jail until your trial and deportation. The illegal crossers went elsewhere to try to get across.

Best to start by making them want to leave, then all you have to deal with are the ones that won't on their own accord.
