They charged him but failed to convict. That means they TRIED to impeach him. A SUCCESSFUL impeachment would have removed him from office.

A successful impeachment would mean that the Senate would try him. Both of the impeachments were successful...and the Senate tried him both times.
The fact that the Senate did not find him guilty does not impact on the fact that he WAS IMPEACHED.

If impeachment is simply the act of voting to do this, and removal from office is irrelevant, then impeachment as an act is in and of itself irrelevant.
No. Impeachment is performed by the House. Then those charges are taken to the Senate for a trial and vote.
The Senate cannot impeach the President.
