Not in the least but as I said the other day I try to resist using Presentism. That quote you used the other day was a small extract from a War Office memo in 1919 just one year after WW1 when the Germans were using mustard gas, chlorine and phosgene on British and American soldiers. Here is the full memo! He was advocating the retention of tear gas to subdue enemies, which if you had bothered to check you'd know as well. I accept your apology in advance!
