According to English grammar this means that Activities are restricted. The activities restricted are campaign activities. There is nothing in the title that says campaign activities can be conducted by certain people. The law states no one can perform the activities listed in the law which because of the title those activities restricted would be considered campaign activities. .

LOL.. According to GA law the activity is ALWAYS considered a campaign activity when someone is in line to vote or within 150 of the voting place no matter what person is distributing it. That is why it has a restriction. Perhaps you can walk down the hall to find a real lawyer to explain it to you.
