The Civil War was about secession. Secession was about slavery. You can argue that there is no distinction, but, in 1861, Lincoln knew there was no will to fight for slavery. By 1863, he knew that the national mindset was changing, and so he issued the Proclamation, which historians say altered the war aims from that point on.
