The insanity we're currently seeing from the GOP is the only reason that I can support Democrats as a whole. I just hope that if we can elect a Democratic Congress and stop this that we don't see just as much insanity from that Congress.

Sadly, Trump doesn't think that he is restricted by anything at all, much less the Constitution, which he is likely completely ignorant of. He hopes to nominate justices who will support him over the Constitution.
