Presidents write the budgets, which congress votes on. They have a huge say in what happens because that's the way congress has set things up. Constitutionally, congress is supposed to make the budgets but that's not how things have been working.

The executive has huge sway over regulatory powers of the feds and budgetary decisions. That affects the economy, retard.
