No. What most people call racism is really class warfare. The low bridges are cheaper and nobody gives a fuck what poor people complain about.
Example; around many US airports are "noise sensitive" areas where airliners are vector around when less than 5000'. All of those are high income home areas. Some are golf courses. It depends upon who has the money. For that matter, on and off ramps to highways are based on "who has the money?"
