It is standard operating procedure. I knew it. You could easily have known it also, if you chose to look at the facts, instead you just use emotion to believe what helps your emotions.

You're confusing two things. The ruling against the tariffs is indeed "a loss" for Trump if it is finalized. The appellate court in a separate proceeding has now "paused" the ruling while the appeal of the ruling plays out. The court ordered the pause based on the government's agreement to reimburse all parties who pay tariffs from now on if the government loses the appeal. So right we have neither a win nor a loss for anyone.

The court ruling against Trump has no authority to do so.
