There is a large volume of tourists there now and they are limiting long term stays.

We just returned from Seville a few weeks ago and we stayed at my old apartment. The owner is the son of the owner when I lived there. There were no buildings across the street where I lived (Sebastian Elcano) then but now it is full of apartment buildings.

You can see a walking live cam of the city, if you decide to visit Europe.

Who told you presidents can unilaterally declare war?

U.S. presidents cannot unilaterally declare war. According to the U.S. Constitution, the power to declare war is vested in Congress. Specifically, Article I, Section 8, Clause 11 states that Congress shall have the power "to declare War."
