Is it "Legion"? I wasn't sure. At first I thought it was whoever put together the Harris Administration and then switched it just to keep stirring the shit but from the other side.

The fact is that Penny and a couple of people helping him could have restrained Neely just like those on the plane flight restrained the Canadian national.

I have said nothing about Penny but in doing a bit of research, it appears that this is a case of FAFO. I do agree that if Penny was armed as he should have been, a couple of rounds to Nelly's kneecap would have probably done the job and he would have stopped threatening everyone in the train car.

Yes, he was having a schizophrenic episode and appeared threatening but it shouldn't have resulted in his death. Penny and the other guys could have sat on his legs and held his arms behind his back. The chokehold was beyond the pale, IMO.
