If you read the articles, he was among the top persons in NYC that various agencies was in need of serious mental health help, and a danger to the public.
Neely had 42 prior arrests:

He had an active warrant for his arrest out for aggravated assault at the time of his death.
Seems to me that NYC fucked up big time in letting this serial felon and criminal, who had serious mental health issues and was off his meds for months, roam the streets looking for another crime to commit. This was a person that needed to be institutionalized for his own good and the safety of the public. But NYC let him roam free and he ended up threatening innocent people and as a result died.
If anything, the Leftist government of NYC is to blame for his death.
