Yeah he was drunk and the police officer was issuing bizarre, complicated instructions. He probably lost his balance. Why didn't the police officer simply ask him to keep his arms raised while he put on cuffs? What's the whole deal with asking him to crawl towards them in a bizarre, specific manner?
