Tax programs are wealth distribution. The last few tax cuts have slashed taxes on the wealthy and given them huge escape clauses. They have distributed the tax base to those who need it the least. But tax programs are also social contracts. The tax cuts are designed to increase the debt to such a huge level that we have to eliminate all programs that help the poor, the sick or the aged. That of course means more for the oligarchs. Just keep voting to make the rich wealthier and more powerful and they will show you their intentions in the end.
