It seems to me that when you are an asshole to people in public, and really push you're being an asshole, expect some pushback. Aside from that, she was blocking the ICE officers and their vehicles. One officer told her to step out of the vehicle, repeatedly.
She failed to obey and that and her subsequent actions amount to her actively becoming a criminal and no longer just someone protesting / observing. The fun and games for her were over at that point.
