I believe he is trying to show how macho he is, and this isn't as contagious as thought. Sadly there will be those that follow his lead. The wearing of masks in public has a two fold use. 1. It helps protect one from getting the virus. 2. Those that have the virus and have no symptoms or very mild symptoms will not infect others.

Trump has always thought COVID-19 was a nothing burger. He's been pushed into every action against it but continues to resist such as his "Easter" comment and, yesterday, his sports comment. He's more worried about the economy than 100,000 dead Americans. My guess is because he thinks he and his family are immune and that the only people who die are those with inferior genes.

Secondly, Trump isn't a "Lead by example" guy; he's a "Do as I say, not as I do" guy.

Lastly, Trump's ego doesn't permit him to believe anyone is smarter than himself. If he believes something, no amount of people can change his mind. What Trump says and what Trump thinks are two different things.

Civil service employees as a whole are hard working people that are often malined because of a few lazy bastards. So the last thing they need is some obnoxious asshole bragging about how well off they are at tax payer expense.

Actually masks, other than the N95 variety, are largely useless. The only time they are useful is if somebody is sneezing in a confined space. They do have a moral boosting effect though so there's that!
