Climate has no temperature. It has not frequency. It has no values of any kind.
Heat does not have a frequency.

A climate is a subjective, human characterization of a local area/region. Here are a few examples:

The daytime climate of Phoenix, Arizona is hot and arid.
The daytime climate of Los Angeles is sunny and mild.
The nighttime climate of Longyearbyen, Norway is sub-freezing with heavy snowfall.

Note: there are no numerical values, like weather has, to change.
