Yes, she has a responsibility, at least to herself, to let it be known that she is not interested, otherwise how is a man to know? Work place relationships are not necessarily sexual harassment, even if one is a CEO and the other is an intern.
 
And again, going back to the BC ML situation, she was the one who promoted the sexual relationship, not him... my point here is the desperation of Randall Paul in his attempt to harm Secretary Clinton by calling ML a victim of Sexual harassment.

He chose not to control himself, that does not make him a victim. If ML's life was ruined, it was her own fault. Chelsea is also a victim, you are correct about that.
