If the close all the loop holes for these millionaires and billionaires and force them to pay their fair share of taxation and impose caps on rent hikes, I can see him making good on his promises. At least he'll try, something Trump and the GOP refuse to address up until NOW...now Trump is talking about finally helping the American Stupid.
And I am no fan of pure capitalism. We need to work something out.

The millionaires and billionaires will simply move. They can do that and already are. They won't pay onerous taxes if they don't have to.
They don't have to move far, just out of NYC itself to a nearby city or suburb.
Capping rents will only create a housing shortage. Landlords will convert rentals to condos and developers won't build apartments they can't rent at a profit.
