There are literally thousands of government entities that feed hungry children. The Catholic Charities that I support is feeding children today in my small pueblo and will do so again tomorrow.
It is the parent's responsibility to feed their own children. If they can't afford to feed and clothe them, they should not have children.
It's called personal responsibility and accountability... a foreign concept to the left.
