And the reason for that is because before this happened he fired the pandemic response team, he was warned several times about the virus and did nothing, then when it got here he contradicted his own team by downplaying the virus and saying the fuss over it was just a hoax. He also shipped 18 tons of medical supplies to China when we needed it, because of course he did.
