I can’t but what other reason is there that “ there are significant racial disparities. These disparities are with Black and Brown Americans, tribal citizens, and rural residents being at higher risk of losing their lives as drivers or pedestrians.”?

I'll help you. Where were he talking about? The entire America? The entire infrastructure? Every road, highway, railroad track, sidewalk, pothole, speed bump, uphill road, downhill road, back road, and so on?

Is that really what you think he said? The ENTIRE American infrastructure is racist towards minorities?

It's very possible. Many people on this board use shitty statistics. I've pointed it out repeatedly too. Can't give specific cases for those two, but it is possible, and actually very likely.
