No, they're not. Funding is largely month-to-month and the state relies heavily on federal funds to keep the program going. The state could reduce the benefit to just their part that is funded, but that's unlikely to happen because the bureaucracy isn't set up to do it.

WRONG!!!

There are federal contingency funds that are already set aside in separate accounts that are meant for this kind of thing. Agent Krasnov has chosen not to deploy them.

This is 100% on him.

No, they're not. They are set aside for actual emergencies, not trying to pay your way through a Democrat tantrum on the budget.

The shutdown can be ended immediately by one person, Daffy Donald Trump. He has the Executive, House and Senate. With those clues, can you figure out who has the power to end it? Trump said shutdowns were the president's fault. I agree, especially in this case where he has all the rest of the powers too.
The Rights stopped SNAP benefits. They do these kinds of horrible things because they follow their leader.

Trump doesn't have a vote in the Senate, nor can he overrule Congress on a budget. Budgets and spending lie with Congress. The House has done their part and passed a continuing resolution (CR). The Senate Democrats refuse to vote on it in the Senate. It takes 60 votes in the Senate to pass and the Republicans have 53 + maybe 3 Democrat Senators that will break with their party to vote to pass it. Thus, it's stalled in the Senate because of the fucking DEMOCRATS! That's the situation.
