The Senate Democrats refuse to vote on it in the Senate. It takes 60 votes in the Senate to pass and the Republicans have 53 + maybe 3 Democrat Senators that will break with their party to vote to pass it. Thus, it's stalled in the Senate because of the fucking DEMOCRATS! That's the situation.
