The wealthy needed blacks and immigrants before, like slavery and then in factories.. They were profitable. Now automation put lots out of work or into much worse paying jobs. Many more have little job hopes or an opportunity for financial security. But drugs solved a lot of that problem. They were marketed to the blacks and poor people. Again, the uneducated and poor were profitable. As that profit waned, they discoverd huge profits in jailing them. For profit prisons were able to make profit off them agai, Now we jail a larger percentage of our citizens than any other nation.
Why not take their voting rights away while you are at it. So they did. From gerrymandering, to voter oppression and denial of voting rights to those who were in jail, it was done.

You can argue that there are some wealthy and powerful people who see humans as units of profit. They are very calculating and hide behind walls and gates.
