Actually, few achieve success with or without it. While data on this is thin--it appears that the success rate for welfare recipients isn't generally tracked--what data there is shows the vast majority either are stuck on welfare, cycle on and off it, or drop out of the programs while never achieving a sustainable lifestyle.
