Morality and evil aren't necessarily the same thing. They often overlap, but something can be viewed as immoral but not evil.

a. send all our wealth overseas because we simply refuse to import the technical expertise to compete and bring outside wealth to the US
b. import so much because we can't export until we get the technical expertise to do so
c. let import job positions remain unfilled, preventing the US from being viably competitive
