That cost would occur wherever those troops were stationed. The only costs you can include are ones above their normal berthing costs, if any.

So? Semi-tractor trailers weigh up to 80,000 lbs. and have a much greater ground pressure than an Abrams tank. They dive on roads and streets all the time.
An Abrams with double bushed, rubber pad, tracks has a ground pressure of about 14 psi. A loaded semi-tractor exerts over 100 psi ground pressure. Which do you think is going to do more damage to a road driving over it? That is why interstate highways have a reinforced concrete roadbed several feet thick.
The only time an Abrams might tear up the pavement is when it has to turn, and that was already considered and they're using those steel plates you commonly see used to cover trenches in a street when doing construction and traffic has to continue.
There would clearly be a rental cost involved here but I doubt it would run into the millions of dollars.
